Console access not working on 8000v in controller/SD-WAN mode

Bare metal install
eve-ng-pro, version 3.0.1-17
8000v versions 17.4.2 or 17.6.3a

When running in autonomous mode, console access works fine. When converting to controller mode/XE SD-WAN, console access no longer works. This occurs on both 17.4.2 or 17.6.3a. Also happens to 1000v after upgrading them to an 8000v version. Try from clicking directly on the device and trying to open with putty or secure-crt, or telnet to IP address and port.

This is cisco image fault. After controller mode is enabled, local console is gone
