Im working with "vios-adventerprisek9-m.SPA.156-1.T" every time I shutdown the router and starting back again all the interfaces in shutdown.

Any idea how to fix this?

It is known vIOS L3 15.6.1T issue
take 15.6.2T or newer, no issues with them
