The static address cannot be communicated

EVE community edition (Ubuntu 16.04.6 LTS (GNU/Linux 4.20.17-eve-ng-ukms+ x86_64))
I deployed eve in esxi 6.7.0 and 6.5.0 I found that cloud1 could not communicate by configuring static addresses. But deploying a DHCP service in esxi, I can get the IP address through cloud1.
The topology is as follows:
Esxi eth1 (E1000) to eve eth1 (E1000) to pnet1 to cloud1 to PC
The esxi version is 6.7.0 and 6.5.0
