I followed the instructions found here - https://www.eve-ng.net/index.php/docume ... -cookbook/ - starting on page 37. I am stuck on 3.5.1 on page 56, every time I start the 'EVE Management IP Address setup' it first asks that I change the password, no matter what I enter it says 'cannot change password'. Then I complete the ip, subnet, dns configuration and it reboots. The next time Ubuntu login comes up, I login with my root username/password and the management ip setup kicks off again, it is stuck in this loop.

I have reinstalled about 5 times and it keeps doing this, what am I doing wrong?

You initially installed Ubuntu wrong way, not as root, and eve must be installed as root
You cannot chnage anything because eve is installed from user account
read again one time, and dont make mistakes

Please let me know which step I made the mistake on.

you was not as root user when started install eve

do you mean the username root or using 'sudo su' and entering my password before installing eve?

of course, you must continue with EVE install only as root user..
best after you had allowed root login for root, user
log in ubuntu from putty with ssh and as root and then contnue eve install steps !!

in eve cookbook this step is in RED
