CSR1000V (XE16.X) Error %IOSXEBOOT-4-BOOT_SRC: (rp/0): No need for bootloader upgrade.

Dear Team - I would be greatful if you can help. CSRV1000V XE 16.6.5 trying to start the VM but it's getting stuck at this stage of the boot process:
%IOSXEBOOT-4-BOOT_SRC: (rp/0): TarFilePath:
%IOSXEBOOT-4-BOOT_SRC: (rp/0): Checking grub versions 1.0 vs 1.0
%IOSXEBOOT-4-BOOT_SRC: (rp/0): No need for bootloader upgrade.
Can't get passed this stage. In the past, I have many labs which worked fine, but on this occasion, the existing and new - all getting stuck at this stage .. can you please offer any help and suggestion. Thanks in advance.
