qcow images booting into the linux shell

Anyone have this issue where their images are booting into the shell of the device? I'm not talking about the loader I mean the actual shell? Also, a 7200 is just turning on and turning right off. The images show correctly and appear to be configured correctly based on the eve-ng documentation. I've attached the journal logs that happen right when I try to boot if that helps.
