Could not generate persistent MAC address for *

Cant start router Cisco 3725, receiving error "failed to start node (12)"
syslog have this error: May 30 14:20:09 eve-ng systemd-udevd[8243]: Could not generate persistent MAC address for vunl0_2_16: No such file or directory
Server: HP ProLiant BL460c G6
CPU: Inter(R) Xeon(R) 2.3 GHz
Processor sockets: 2
RAM: 24 GB
EsXI 6.0/ Guest OS type: Ubuntu Linux 16.0/ VM Version: 10
