I am on community edition. It is not in that cookbook. The only reference to vmx is in google cloud "enable-vmx". I am not using google cloud, so I didn't read that part.

Yes, I found that and did that (although using VMWare vSphere client, not the web interface). The step missing in the cookbook is editing the the VMX file located on the VMWare Hypervisor. Its toward the end of the video starting around time code 8:12.
Ticking the radio button for "Use Intel VT-x/AMD-V for instruction set virtualization and Intel EPT/AMD RVI for MMU virtualization" did not solve the problem. I mentioned this in my post on Thu, Apr 22, 2021, 4:47pm in this thread.

VMX edit need only on old esxi versions 5.5 and early 6.0
